Charles Phelps served as a Librarian at the Dr. John Archer Library & Archives from 2005 until his retirement on July 31st, 2022. His time at the Library began with providing library services to the students, faculty members and staff in the Faculty of Science, and, after several years of increasing responsibilities, expanded his scope to include the Faculties of Engineering and Social Work, as well as the Department of Anthropology.

During his tenure, Charles served the Library & Archives in various other capacities. In addition to serving on numerous Library and University committees, he was the Library’s liaison with the Association of Professional Engineers and Geoscientists of Saskatchewan. For many years he was the University’s go-to for help and instruction with citation and referencing software. He worked with The Consortium of Academic and Special Libraries of Saskatchewan (CASLS) on the implementation of the Alma/Primo Discovery library system, and, as part of this effort, played a lead role in the adaptation of the Quick Find search engine interface to the local environment. Charles also participated in the effort to educate the University community on the evolving nature of copyright and served on the search committee for the new position of Copyright Officer. One highlight in particular came in 2018 when Phelps was a co-organizer of the Academic & Special Libraries Celebration Symposium.

Charles has stated that his fondest memories of his time at University of Regina are working with his dedicated colleagues in the Library & Archives, and helping the enthusiastic students at the University with their projects and other academic endeavours.”
